Creating a forum website;; help?

Does anybody know if this website was made from bottom up as in the way its lay out? I like the design a lot for forums and sub forums, and I wanted to make a similar site like this but for light whip, poi, basically everything LED prop so people can post, share tutorials, share their flows etc and have the option to be able to PM friends and all that jazz. And if this site is a bought domain and built off a base, does anyone know where i can find the website that has this base so to speak?

If I remember right, CS uses phpBB. There are a lot of similar forum bases on the internet - personally, I use ProBoards for a lot.
