Customs don't open at a certain set time, but I will pre-announce in the title and news area when I decide I will open the custom orders a day or two earlier. That is only because customs take a long time to finish, especially if people order customs with boxes. Not to mention, I still have school and PP so I have to find a lot of time, most likely during the holidays to actually open the customs.
