Stock photos are pretty much real photos, which, as well, should be free to use.
Fan art belongs to other people, so you need permission from the artist to use it uwu
So if you see art that doesn't look like it's official art, you should ask the person that requested it to be in their signature/avatar to show you maybe a screen snapshot of their permission to use the art piece uwu

You could copy the image url and go to it, maybe you can find out by seeing the site it's from uwu
But if it's from deviant art, you should right away know that it isn't free to use uou
