It just means that you cannot order that time.

I don't mean to mini-mod, but guys, it's as simple as this:

If you ordered the last time TheWolfsgirl90 opened, you're NOT allowed to order the very next time she opens. Then you can order again after the round is over. -o-' So, if you JUST recieved art since she opened last, you can't order again until the time AFTER she opens next. ^^;
