What should they add to make it fair? EX: uncommon 2009

Can't say.
Some of the Halloween pets may turn uncommon like last year, I think its better to get an opinion after they're rarity is decided.
But, if all the token pets other than the rat turn rare then they'll need to add another mid-late rare to their side.

@ Luna Unfair to the PeaPPS the Easter pets are fairly common and the PPS is high in demand.
@scotti I think its unfair to them, but very slightly.

i'd say unfair to them, but am not entirely sure. the rares on the bottom are all pretty easy to find, plus are not in any real demand save the African Wild Dog.
