I can. I interact with chat speakers and text speakers all the time (Only semi-lit to lit person I know is me D:) so I am fluent (more or less) in chat speak (although it did take me awhile to get it.)

XD Am I the only one who could flawlessly read those rules? Not that it makes a difference but they were attempting to copy the typing quirk of a character from a web-comic XD I found it extremely amusing, though I can see where most would find it annoying, but then again I'm one of the few people who enjoy chatspeak :3
