Yeah, extremely unfair to the top. I'd say that it's unfair for even the VR in there.
If you would rather do quantity instead of quantity, remove the Easter rares, the Punk Dog (the VR), and the rare Punk Ponies at the very least. I don't know if that would be fair, or still unfair to them, so, get another opinion if you want to know how to make it fair.
