There is no set price for the banner pets as generally they are only ever going to be rare at max. After the rarity update, a few of them went up, but none have done that at the end of an event so far. We can assume the highest value will be rare until proven otherwise, and in that case they are overpaying. Not by too much, but technically it should at most be worth like 5-6 tokens even at the height of demand. People do go crazy trying to finish their collections tho, so that's likely why they're over paying! Hope this helps!
