By rarity, the BEG is overpaying.
However, people don't typically value either of these pets by rarity.
As of late, I see values that look something like this:
Joker: around 1.5 nons
BEGalaxy: 1 non up to 1.5 nons.

So, depending on who you trade, this is either reasonable or slightly unfair to the joker.

I, for one, value them both the same (1.5 nons).
