Need bit advice with this one, I know that it's slightly unfair for my side since the dog won't fall into the 3month rule (it's from halloween 2012) and I can't figure out what should be added to make it fair.
Would uc from same year fill the few month gap?

it depends on how you value the uncommon!

based on the information about rarities decided by # pets per player,

read all "/" as "per", the first number is "pets", the second number is "player" so 1/3 is best read as "one pet per 3 players"
if the equation is 1/3 > 1/6, it is read "one pet per 3 players is more common than 1 pet per 6 players"
assume that the rarities all speak of pets of the same year

Very rare = less than 1 pet per 80 users
Rare = less than 1 pet per 25 users
Uncommon = less than 1 pet per 5.5 users
Common = less than 1 pet per 3 users
Very common = more than 1 pet per 3 users

Very rare = > 1/80
Rare = > 1/25
Uncommon = > 2/11
Common = > 1/3
Very common = < 1/3

Rare = > 1/25 /3.5 = > 1/87.5 ~ 1/80 > 1/87.5 meaning in a few cases 4 r = 1 vr
Uncommon = > 1/5.5 /5 = > 1/27.5 ~ 1/25 > 1/27.5 meaning in some cases 5 uc = 1 r
Common = (> 1/3)/ 2 = > 1/6 ~ 1/5.5 > 1/6 meaning in most cases 2 c = 1 uc
Very common = (< 1/3) / 2 = < 1/6 ~ 1/3 > (<1)/6 meaning in most cases 2 vc = 1 c

however by that math 1 vr = 4 r = 20 uc = 40 c = 80 vc
sounds like a pretty bad deal doesn't it?
not if you're the one getting the vr for only 20 uc
