Rarity wise I’d say it’s unfair to the rat since 2 2009 rares are worth 1 very rare 2009 and I’m pretty sure 3 newer rares dont fill in the gap
Although rats are hard to trade off so this is up to you

It's likely that the banner dogs are all going to be uncommon like previous banner pets.
Even if they were to all turn rare, they wouldn't even add up to a '16 rare.
The green dog is a rerelease from 2008, so it was unfair to the top.
