Yes, they are underpaying. The '09 Rare side is overpaying.

If the '09 Rare was released between:
January and April it is worth 40-45 C$
May and August it is worth 35-40 C$
September and December it is worth 30-35 C$

So the C$ side needs to add more to make it fair.
