First one, no. It's unfair to you. The two 2017's rares are equal to the 2016's but the rest of their pets don't add up to the 2013's rare.

Second one, rarity wise, it is fair, overpay on their side. I don't know about the other factors like demand or popularity of the cat so get a second opinion if you want.
