I would actually say it's unfair to them. Horses and betas are both low in demand and they added extra pets from older dates.

Hmm, I like the rares, but not quite the worth. 5.5/10
6.8/10, I don't like horses and bunnies too much, otherwise, it is a rather nice offer

No, they're actually overpaying. Even though the Tess Horse is originally from 2008, due to it being an extended release it is only worth a 2009 rare. From what I've seen Tess Horses have poor demand, and the extra uncommons on the Betta Fish's side add to make it overpay.
