They need to add about 128 2016 uncommons to equal a 2010 uncommon, valuing 2 2016 uc = 1 2015 uc. A 2010 uncommon is also worth about a 2012 rare as well.

Rarity wise slight overpay on their side. Your pps is a december 09 re-release. Their two nick dogs add up to the pps as the uncommon one fills the date gap from the early '10 nick dog to your late 09. The 08 uncommon (worth a mid 09 uncommon due to having an extended release date) is overpay for the rest of their pets as the qusntity doesn't add up to the date.

I accidently accepted this trade a while ago without knowing that tier 1 was actually lower than teir 7

how much more needs to be added? and if they don't agree to pay back what its worth do I submit a help ticket or can I not do anything?

tier 7=7-8 2009 rares
tier 1=3-4 2009 rares
The gap is 4 2009 rares.
Unless they actually lied to you about the pets' worth, you can't do anything about it. You accepted it yourself and there isn't anything you can do about that. Users do not have to trade back with you, it's their choice.

Around 3-4 '09 rares thanks to the small gap between tiers on the Advent List.
Also, like alphafirewolf has said, unless if they pretty much scammed you, you're not allowed to submit a help ticket about it.
