Horsehair usually goes for an '09 rare since it has high demand, so this is technically fair, but if you value those items at something else then it's unfair to you

Fair, if not they're overpaying a teensy bit. I'd say a very good offer.

In explanation the 1st tier is worth 3-4 09 rares. The 5th tier is worth 6-7. Each off list dog is worth about 2 09 rares.
