Are either of these fair for my July Lioness?

Not to be rude, by both are horrible. Your dog is a February '09 VR, neither are close to fair.

Trade two is closer date wise, but 2 rares roughly equal 1 VR, and "fair" is deemed "within 3 months and the same rarity," so in the end neither are fair.
