you've got the right idea, however that would be the case for the advent list ^^ (where tiers go up about one 09 rare at a time)

on the manlist the gap is much larger and involves other main list pets as gap fillers instead of 09 rares because you would need a crazy high amount of them to work as a filler (hope that made sense!)

No, this is extremely unfair to the cookie dog. Raven dogs are on the mid - advent list, and Cookie dogs are on the Above the gap High main list!

I know this is unfair to them rarity wise but what about demand wise?

even with demand I don't think I've ever seen a hyena go for above light leopard/target dog level
(cake dogs really aren't that bad imo ^^ I've been able to trade them off fairly with a bit of patience more than once)

No, unfortunately the gaps between the rares list are much much larger than that.
You would need roughly 2 and a half non dogs worth to cover the gap.
