I say yes, 2008 Christmas pets are very valuable, so are Halloween 2008 pets. So this is a fair trade both ways.

Pink + Blue balloon Dog = UR Flowerpot?
How fair would this be (including general demand)?

Unfair to the Flower Pot. The Pink + Blue Ballon Dog equals to a yellow toxic tier which is not close enough to the UR Flower. Even with demand it is extremely unfair to the UR Flower.

Would a CE Galaxy + Non Balloon be fairer then?

Please do not give false advice. The Candy Cane Horse is on the Advent List while the Halloween Cat is on the September List. List petsare valued differently than many other pets on the site.

Unfair to you. Your horse is a Zebra which is a high main list pet above the big gap. The pets on their side will not add up close to the Zebra.
