Until the top pets have their rarities released, it's nigh impossible to say. But right now I'd go unfair to them, since the fish bowl is not the complete set and not worth much alone, and the dragon scythe is only worth a recent common or so considering they were a free item and they came in multiples.

Would a Cream Santa Hat advent be fair for a Red or Teal Butterbun (also an advent, same tier)
There is two tiers in between them, but I am wondering because of the extra demand that carries around the list.

No, it isn't. A 09' rare + 09' uncommon would make it fairer.

The lion has great demand and can go for overpay like 09 rares or even an advent list if lucky. But a September is far too much for just that
