I wouldn't say it is. There are two of the same pet, and the are uncommon... I think the person was trying to make a VR out of two uncommons x3
But other then that, I think it's good.

If your meaning the dog on one side and the horse on the other, then yes ^^ they sit within 3 month rule so its prefectly fair to both sides c: dogs do tend to have more demand than horses though, but thats up to you and your trading partner

I don't expect to anybody to overpay that much but I do want good pets so should I accept one of these two bids?

The Toxic is major overpay! So i would say accept it. c:

☠ Personally, I wouldn't accept either. I just prefer the Cerbs, I feel like going for the Toxic would be a major trade up, but you're trading up for a pet that's somewhat difficult to trade off.
