Despite the fact that it is only a year ago, this pps lion is immensely popular.
Animal Crossing is right, the owner would consider this unfair however you are almost fair just demand would bump you down.

While technically, if trading were based only on rarity/date, your offer would be more than fair, the fact that the August PPS Lion has such ridiculously high demand, means that you will be hard pressed to find anyone who will trade it for a fair price. Most of the August PPS Lions that I have seen traded are going for advent/September list pets.

You can continue to hold out in hopes that you will find someone who will trade it fairly, but most of the people who would trade fairly have already traded their pet off.
