We don't know what it's equal to yet. We're not even going to discuss putting it on the Rares List until November 2013.
But I'm 99% sure it's not going to be equal to a July PPS, so yes, unfair to the PPS.

Oh okay, what I've been told on Xat Chat for fair trades, is:
2012 UR Blue Cat = Red Toxic
2012 UR Dog = Non-Coon
2012 UR Pot = Non-Coon

Those are only estimates given for the FTT Contest, so that users can work things through.
So as Umbrellas said, we don't know what they equal yet.
