It's not quite enough for a Green Toxic
The gap between the Line Tribal and the Green Toxic is about 12 mid advents. You have about the worth of 7-8 mid advents (5 for the toxic rat, and two or three because of the other various rares.) So you should add four mid advents, or a mid September

No it should be about fair, but the pets on the top are worth more than the pets n the bottom since they are all from 09 while those are store pets from end of 12 or mid twelve, but if this is completly fair I am not su, I only can say that that's the reason it might be unfair to the top.

You see, the windchaser's '12 VRs the person is offering on are "store pets". Currently 2012 store pets are worth 2010 rares. Since the rares the other person is offering are from 2009, it's unfair to them, not windchaser. :3 And then, in terms of how unfair it is, a 2009 rare could fetch several 2010 rares depending on date, popularity, etc.
