Technically you are correct, however the raven dog is going for things higher than it on the list. You can't really get it for a fair price anymore. It's even going for things higher too O.o especially in auctions..
I mean, the first day I unlocked mine I easily got my Boar PPS practically handed to me with it.
SO yes, technically it is unfair. Just like the BA though it's demand skyrockets it.
I am not saying anyone should accept a trade that demand higher pets for it (because that feeds into the demand and insistent overpays more O.o) but I think it is only fair to inform that they are going for more than face value at this time.
