If it's an Uncommon: 2012 Uncommons / 2011 Uncommons / 2010 Uncommons (already big overpay)
If it's a Rare: 2012 Rare(s) / 2011 Rare / 2010 Rare (also big overpay).

Never for 2008 or 2009 Rares/Very Rares.

What would 3 09 dog rares be worth in uncommon 2011/2012 bwolves and dogs? Any estimates are helpful!

09 is worth way more than 11 and 12... It would take an awful lot. I suggest you just pay in rares or older pets to get the fairest possible both ways

Again, I would say yes, according to dates considering ones a re-release and they don't seem to be as valuable as true dates...
