I'm not an expert, but I'd say unfair to them, because finding the candy and trading for it is easier than getting those, and I say that they are definitely rarer. But I think that you should get the opinion of someone else too, since as I said, I'm noto an expert.

I think you can get the horse so much easier,the valentines where a littler witch would get you any of the 4 2nd-gens.So I think if you need this dog verry much it's a good deal for you,not that good ofr you as if you have 3 candy's you can get the horse already,and the candy corns are teh easiest to get of the candy.

I was offered a rare rat (http://www.chickensmoothie.com/viewpet.php?id=393530) for my PPS/Dead Halloween Horse (http://www.chickensmoothie.com/viewpet.php?id=5143696).
Is it fair? I don't know how much the Halloween PPS really is worth.
