The Zebra is more rare than the Jewel, but there will be a chance every month for a Zebra, even with the low chance of it, so I think it's fair.

I want to say unfair to BE Galaxy... But not by too much. I'm not 100% sure so wait for someone else to tell you another opinion. ^^

I say fair, it might even be unfair for the toxic, the galaxy was avalible for two months while the toxic was only avalible for one so I believe that the toxic is either rarer or of equal value, I could be wrong, I could be completely right, but I'm just using logic~
