I have a point I want to make though. ^^ (Note: this does not include multiple, repeat offenders, or those intentionally spreading hate)
Once I was scrolling through a thread last year and saw someone with a sig saying "I foe anyone homophobic or intolerant to other religions."
For some reason, I wanted to see if they foed me. Never once have I ever said anything against same gender relationships (though I don't necessarily support them, people can do what they want, right? ^^ It's not like I can or should change their mind and wouldn't want to, it's not my life, it's theirs) though once I said something insensitive to some religions about four years ago.
That is the one time in my memory I have ever said anything like that on CS. Anyway, as you may be guessing, they foed me. I absolutely understand that people need safety, and need to feel comfortable with those they converse with. But for one mistake I made almost five years ago (and maybe other mistakes people have unwittingly made once or twice in all their years on here) I believe this should be banned as well. Sure, people have a right to foe who they want. They shouldn't be brought down by hate. But one time cannot and should not be considered hate if they have genuinely changed and have felt guilty over it for four years, like I havse, six years, even one week.
I'm not saying it's wrong to foe for those reasons, I'm saying this sort of "warning" should not be allowed in signatures. If people most foe, please do so! But do it secretly to avoid hurt feelings drama, and guilt.

This hits me pretty hard. You're not the only one. I am totally embarrassed by my behavior everywhere (all websites, real life) up to 2010ish.

e.g. I used to be really insensitive to the LGBT+ community. My friends noticed that and educated me, gave me another chance, explained to me what I didn't understand, were patient with me until everything finally clicked. Here's hoping that no one's judging me on my 2008-2010 behavior...

That being said, I don't think your first suggestion ("But for one mistake I made almost five years ago [...] I believe this should be banned as well") is feasible purely for moderation reasons (the technical side, not the emotional/feelings/whateverit'scalled side). People foe others over smaller one-time issues--issues so small that they may look like issues to one person and like everyday non-issues to the next person (e.g. unfair trades of varying degrees, sending a suggestion to someone who said "no suggestions" for any reason [deliberately or accidentally], cultural differences that made someone's post look rude [e.g. my mom jokes that people in China will know you're from the US, no matter how good your Chinese is, if you are as polite in China as you are in the US xD for context, my entire family and extended family was born and raised in China except for my sister and me], etc etc); if CS bans extended foeing over one-time issues, then CS would have to ban extended foeing for all of these smaller one-time issues, too.

for your second suggestion ("I'm saying this sort of "warning" should not be allowed in signatures"), I'm not sure; should probably wait for official word on that xD
but I can see someone making an argument that "these kinds of warnings target specific groups of CS users" (e.g. "I foe hoarders/LGBT+"), but then you'd have to cover stuff like "I foe homophobics" (because it's still technically targeting a group of CS users) with such a rule as well, and I don't think people would take that very well

(for clarification [because I know someone's gonna misread this because I suck at explanations]:
the suggestion and my response are about written warnings in sigs [and probably trade rules] only, not the actual action of foeing)
Spread the word to end the word, because discrimination based on perceived or actual IQ/"intelligence" is no better than discrimination based on race, gender, etc.

Context, consistency, and clear antecedents are golden.
I neither read nor speak between the lines. But I will analyze your language.

I have mixed feelings about this. On one side, I feel as though it is a bit rude to foe for small/one time things (It has happened to me, I got foed by a user for canceling a trade I sent with something like " Please respond next time, it's rude to let trades rot " It wasn't even meant in a bad way, I was just letting them know how I felt about my trade being left there for around 11 days) but on the other side it is their right, and I just foed them back. I don't feel the need to speak to them again if they're going to do that for something so small. But also, if someone like, lets someone who is homophobic, says something that offends me (because of either my sexuality or my signature or anything) I am going to foe them because I don't tolerate those kinds of things being said to me. I do leave messages open for foes in case they want to apologize. I think that warnings in signatures do help, because it's kind of saying, "Take your opinions on this matter elsewhere, I don't want to hear them." It kind of gives people a heads up not to say things like that. After all, if you're foed, you do deserve to know why.

On the other hand, there's also people foeing because of mistakes people make when sending trades, like sending an unfair trade without knowing or accidentally breaking one of their rules. This I feel, although it can be frustrating, is not insulting at all and I do not think people should not foe for this reason, but I can't stop them from doing so. Foeing is an action that is overused by many, but I think it would be really complicated to make rules or restrictions about it, even if it's just banning warnings.

I really hope this made sense XD

CS has to accommodate to all styles of interaction. People interact differently.
For me, if you sent me a trade and it was unfair, I would cancel and explain how unfair it is.
If you send back the trade over and over, I will foe you.
If you, for me, were irritating and annoying, I will eventually foe you.
I have the right to do that, so I can do that.

    But
People foe and have the right to foe over whichever.
The only relation to this rule it has if they foe another person because of their opinion or belief.
Personally, I think that is really stupid to foe someone because of their belief but there is nothing else CS can do to prevent that, so I need to live with that which is fine because as mentioned, CS accommodates to all styles of interaction.

This just silences the hate and allows the positive to spread. I do not think there is another way to add this pov.

But, as long as it follows the rules, you can do it.
Any questions otherwise, contact a mod :)

I'm so glad this rule has been enforced, I think it will create a much friendlier atmosphere here :)

I believe putting I foe lesbians and gays actually falls under the category of hatred spreading. pretty sure putting it in your trade rules or in your sig isn't allowed. Yes you're free to foe people but you shouldn't put that you foe certain people in your sig. honestly isn't it already a rule that you can't tell people your foeing them and isn't saying you're going to foe a certain group violating the new rules as well?

I wonder this too.

You can foe whoever you want for whatever the reason. No rules can block this since foeing is a private matter.
However, you don't need to go around CS and state that you are purposely foeing non-straight CS people, through messages, opinions on forums, signatures etc, that can be seen as hate spreading because the basic reasoning one can give is that "I am foeing you because you are/aren't straight" which is't a really nice message to tell people.
This is what the rule is now preventing, anything to do with hate, and the spreading of hate.
    And if you did go around and purposely tell people that you are going around and foeing people, it kind of doesn't make you look like a pleasant individual to interact with ^^;
