Yes, the majority of them were decent, felt bad about the Order 66 but couldnt really do anything but shove their feelings down their throats and continue to serve. With the change of leadership, they instantly lost all freedoms they had and speaking up became a tad too dangerous. Vader shows no mercy to his troops even for the smallest offence, like twisting a clone's neck just because he was standing on his way and blocking his path T_T
