Here i'll explain-
Commissions are asking for a set payment (mostly CS pets or C$ but on other sites people ask for real money, which isn't allowed on CS I believe) from a person and, in turn, you draw them what they'd like, likely their characters.
Commission prices range due to what the artist would like, sometimes they give different prices for different kinds of art (like a headshot or a sketch might cost less than a fullbody or a fullbody with a backround)
So, in conclusion, it's basically just asking for some form of payment from someone whilst drawing them something, like an art trade but instead of them giving you art, they give you another form of payment in turn for the artist's... well... art!
