Sooo shading.
The areas I find I think you are having the most trouble with are-
Shirt folds (just the general directionality for the most part)
Hair direction (though that's a given with anime styles)
and defining the face shape with the direction source.
For me your shading is also very light and hard to see.
Stylizing by adding dark to light fades and using darker values upon existing shading,
as seen on the face, can help give more depth and focus.
Lighting also! Definitely plays a big part, even if you use it just for small areas.
I on the other hand like to stylize light in a big way, as seen on the neck.
Don't be afraid to push shadows, the darkness of them, and experiment!
Sometimes the best values and styles come from it!
