You are definitely improving,especially with shading, yet I think you need more work on anatomy (I know anatomy's like the most annoying part of drawing) I'll send you some really good tuts through PM. But I think what you mainly need to work on is breast, an awkward topic I know, not everyone looks like they are from High school of the Dead XD Especially as she's only 15, cleavage doesn't just come out of nowhere. You also need to give the accessories some depth the "X" would have to bend.
