No, there's no wind in the picture to speak of, perhaps a slight ruffling of the mane or a very light breeze toward the coast. Go take a look at your local beach if you have one. The trees grow like that in a windblown manner, they are never straight up and down as they are inland. It is not wind blowing in the trees, it's how they grow mostly on the coast of oregon as such:
