    yeah ok so I bought a $500 art tablet and this is the first thing I do with it ok

This is a completely reasonable first thing to draw with a new tablet. What tablet is it?

    Skiller@ there is a selection tool in the top left corner of "tools", you spread that over what you want to copy, hit CTRL+C on your keyboard, and then hit CTRL+P to paste. It'll automatically be applied to a new layer, if you hit the four blue arrows beside the selection tool you'll be able to move it where you want on the canvas. Hope this helps!
