question: do you plan on keeping him like a character of yours, if not, then its not an official piccolo dragon. ^^ i just want to make sure since im making the official page, and it will have a list of them and thier owners

Yeah, Dekoda and Galaxy are official piccolo dragons c: I will keep them for sure, and never take them away.
