This is acctually an old old old character, this wasnt his original disign because he didnt have his hairstyle like that (it was a , i think, red or pink mowhawk) i wanted to make him smiling but then he started to frown and i was too lazy to redo it anyways so yeah c:
sad but hes a cute char, i decided to use him htis 1 time, he doesnt have a name though, and hes a psychopath.
