His father is a real scientist too, yet he works all the time so he has only ever been with his mother. He's also only seen pictures and footage of his father so Victor would probably be very surprised to see his father in person.

Is this outfit a uniform or a costume?: Uniform, of course! Neil (henceforth to be called Dr. Horrible, as he is more commonly known by this name) has always aspired to be the most evil villain in the world. He does his best to create freeze rays and death rays and lazer-beams and other silly - I mean, uh, impressive and frightening! - things so as to wreak havoc on the world in which he lives. He one day wants to rule the world, but if he doesn't quite get to that goal, he's perfectly content with being in control of his small town and being able to run it the way he wants to run it. Dr. Horrible can never be found without his outfit - it protects him against his more dangerous inventions, after all, and also acts as a bulletproof vest against irate citizens and law enforcement of the city who aren't very fond of him.
