Backstory:
Maybe the animatronics were never supposed to be given personality, certainly never expected to gain autonomy, but much like Freddy, Chica defied the odds in becoming entirely her own character. In the simplest of terms, Chica is clingy and cheerful, loving company and all kinds of foodstuffs. She was always the bubbliest and most positive of her group, but this easily led to her becoming the sharpest.
The keyboardist was never happy to be alone and stayed close to her closest friend Bonnie even when they were still active originally. She was never the favourite to the children, that place was firmly reserved for Freddy as their leader, but she certainly made up for it anyway with her amusing antics and exaggerated love of pizza. She often pretended as if she tried to steal the children's food from their plates, much to their great delight.

Perhaps Freddy's voice went first, but it was Chica who began to physically malfunction, with twitchy, almost glitch-like movements that went almost unnoticed until her servos froze up, leaving her immobile on the stage after their performance, had her freezing in unsettling positions around the place and scaring the children.
From there it was just a downwards spiral until Freddy's 'incident', until the Fazbear band were decommissioned, and the diner shut down for good.

When she became aware again, it was dark and her joints were stiff. She was alone, or so she thought in the darkness, no sign of Bonnie or even the others. Voices were nearby though, speaking of moving the animatronics to a new place. The diner was opening again, and they were bringing them all together again. She wasn't even sure if her voice would work anymore, surely the ticking movements would still plague her. Despite this, she pretended to be dormant as they came to collect her, perfectly willing to move so long as she would be reunited with the others.
None of the moving crew noticed the way her tail twitched in the dark building.

Freddy kept them safe, as she always had. The more troublesome night guards were chased away by the bear-mako, both peacefully and otherwise. It was Freddy who decided that, despite her camaraderie with the current night guard, the others needed a way to keep themselves safe, and Chica who proposed the camera idea. The cupcake would be a fail safe, a way to keep tabs on night guards if they were not as pleasant as the current. Though she had used it for fun a number of times, it had never been needed.
Chica was just glad of the company, afraid of returning to the abandoned darkness.
What's the story behind the cupcake?:
It, like the suspected parrot that forms the second head of the Mangle, was intended to be a secondary animatronic to aid Chica. Though they are often seen separately as well there is a major indicator of their link: the plushie of Chica in the Children's Play Area of FNAF2, which holds the cupcake included as a major part of the design even though things such as Bonnie's guitar are not, indicating its significance. Like the Mangle, Chica is able to see through the eyes of the secondary animatronic, though in this case it is more remote.
Here is where the office comes in — Chica is often seen peering into the cameras and, along with Bonnie, is capable of disabling both the cameras and the doors in the first game. So not only is she aware of the cameras the guards use to watch them, she understands them enough to be able to disable them, and so presumably enough to use them. She, or more likely Freddy as the ringleader of their group, clearly decided at some point that they wanted to watch the watcher, and what better way to do it than to place their own 'camera', Chica's cupcake animatronic. It wouldn't even need to drain the building's power like the guards', as it is likely powered by her own servomechanism.
Toy Chica carries it during her black-eyed pursuit stage as a second pair of eyes while she stalks the rooms in FNAF2, perhaps with the original intention of placing it in the office — hence why it is held in her outstretched hand as if she offers it to Jeremy. In the first game, Chica looks into the cameras with what is almost a smirk, not just at the screen but at the player — she can see into the office and knows exactly where Mike is because the cupcake is on his desk, pointing directly at him. Even if a normal camera couldn't see certain parts of the room, the cupcake, as an animatronic, can switch the direction it is looking in.
In answer, the cupcake is both an 'animatronic' and a 'camera' of sorts, it is a secondary animatronic intended as part of Chica but used as a camera by the animatronics themselves.
