Here we go guys! This is my first judging so don't be mad at me if something isn't the way you thought
First i have to say: Please be carefull with 'human things' like milkshakes. Also it could be that some animals in our world don't excist or look alike in the rukami world (I'm not sure about it) I just want to inform you as a mod, that those thing COULD BE against rules or make your form some kind of 'inacceptable'.
We are part of the 'no form left behind' so i will start with the first one:

What does he do with that sharkthooth?:
Mac uses the sharktooth to carve little pictured in pebbles and small rocks. After he finishes, he stores them until he can sell or trade them off for food and materials.

Personality
- Fun-loving -
Mac enjoys surfing, swimming and carving art into pebbles and small rocks. He basically just loves to have fun! His whole life is all about having fun! He loves the sea and using it to his advantage. He also swims in the sea and searches for treaure.

- Competitive -
When other kami come to compete in surfing and/or swimming competitions, he will close his little shop and take part. He enjoys going against other kami and tries really hard to win every contest he participates in!

- Territorial -
Mac is a territorial Rukami. Even though he lives on a public beach, he lives in a cave in a cliffside and he's very territorial about his homespace. He will fight any intruder if they enter his cave home.

I like your form! I'm a little bit unsure of the name Pebbles... but you also have described, that he also doesn't like to be called that way so it's fine for me
I also like that you made him a 'nature' guy, that he enjoys the sunset and tries to keep the ocean and it's surrounding clean.
I don't understand why he hates violence, when he's also very territorial and will fight everyone who comes near his home?

Personality: Tikida Is what you would call a "surfer dude" he spends his life at the beach, a lot of the ladies fall for him but he doesn't really notice. He likes to spend his time alone, but is happy to have a snorkelling trip with you Any day. He is a loving, caring, boy.
Likes: Anything to do with water, Sharks, Fish, Milkshakes, Having a good time and exploring
Dislikes: not doing anything, sitting, shellfish. (He is terrified of them)
Why is he terrified of shellfish?: when he was younger he liked to collect shells, he found a whole bunch in the sea and took them home, to find out tiny crabs lived in them...in the night..

How i wrote above, the milkshake thing is a little bit risky (but i like the idea of rukami standing next to the beach and drinking milkshakes)
But i laughed, when you wrote the story about why he hates shellfish! I have to say, that I like such funny parts
I also like the poem but it would be great, if this would be one about his feelings of the sea/ocean.

I really like your art! (Art fan but doesn't weight very much for judging)
The .gif's are great but for me they make it hard to read the little text between them A suggestion from me: Next time try to choose a few (2 or 3 or less) It makes the form a little bit larger and more well-arranged i would say. I also like your name and personality, because i can imagine that he is selfish, looks for himself and doesn't care very much for others but also can be very nice.
And please remember for other forms, that human things not really excist (human music)

He binds it with a thin strip of elk hide and thin wire that he had found in a net that had washed ashore along with some carved bone work beads he had made and found to form a Hawaiian style choker.

Akela Mano is a very strong willed and often stubborn male. He despises being proven wrong. He can be easily angered but can also be rather laid back at times as well. He seems to have a split personality.
History
Akela Mano was raised around the ocean his entire life. He has never feared it even after nearly drowning as a cub. He has always been fascinated by the mysteries it holds. He has spent much of his time diving down as far as he is able to gather different items from the ocean floor and wreck sited where many of the sharks, he has come to consider good diving company, tend to gather. He has managed to recover many items from the wreckage's that other Rukami do not have access to. Which in turn makes his trade supply rather lucrative. He will often dive to find items on request in return for items that he may need or possibly not have access to due to the regent he resides in.

I also really like your form and the red colouring (fits to his tattoo i think). The idea of trading things is a little bit similar to one user above but i like it, that he just grabs for items when he needs something that he needs and he wants to trade.
His split personality fits him very well (if i look at the adoption picture he could be a mean guy, who don't care about the opinion of other rukami but if he has a good day he can listen c:)
The only thing i would also like to see on him is, that he has a really great fear of something but that would be up to you.

After days of reading and think about your forms i came to this conclusion:
