She reminds me, overall, of a fish.
The blue reminds me of the ocean, and that dark blue bit on her shoulder could be a fin.
I can see her as a yellow fish, a bit deeper in the ocean, so the blue reflects off the scales in that ripply pattern, but the yellow still shows through underneath.
The yellow spots could also be scales, with a bit of sun glinting off them.
