I'm about 99.9% certain he was based on Loki [I mean, really now, just look at that luxurious hair ♥]. And, as shown by the multitude of people who have chosen that name for him, it certainly fits. However, for whatever reason, I decided I wanted to branch out a bit. Váli [according to the Völuspá, the first poem of the Poetic Edda] is one of Loki's sons. When his father is captured, he is turned into a wolf, and his slain brother is turned into the chains that bind their father.
I think it was the being turned into a wolf that clinched this name for me [as opposed to any of Loki's other sons], but I also have this tiny story idea in my head that this name gave wings to. After all, it takes a cunning fellow to trick a trickster~
