You cannot adopt foals, but go here to the Chub Farm viewtopic.php?t=1368428 and fill out a form for a custom^^ You can get one free custom, then after that you can look for ones that say "Adopt Me!" on them and you can adpt those (: then you can come here and breed your chubs.
