I mean if it was on lines, then me and some others would not stand a chance,
but how does one judge upon effort...?

I think she means it like...
Let's pretend we have Players A and B. Player A always draw equines, so they are used to it, and allthough they put a lot of effort into their entry (like everyone does, usually), it is not a big difficulty for them to get the anatomy and stuff like that right. Now Player B never draws equines, they have basically no experience. However, they spend hours or even days practising equine anatomy, reading books or articles about equines and their anatomy, and excel themselves with their enty, allthough it might be not as perfect as the entry of Player A. I think in this case the entry of Player B would be rated higher, because that player worked so hard to make a huge progress. C:
