Breeding isn't something all Souls of Fire Flareons can do. They have to have a specific grade in order to breed.
Grades are something specific in the species that allows you to know exactly what the adopt can do within the species, whether that be it being good for breeding, battling, questing, scavenging, or tending to a garden, Grades let you know exactly what your Soul can do.
Once bred, Souls can't breed again for another 15 days (real time), and eggs can't hatch for 5 days (real time), once hatched, Eevees can't evolve or breed for 20 days (real time).
