They roll for common-rare edits and have for example
1-30 common edit *insert edit*
31-50 random common edit
51-60 random uncommon edit
61-70 random uncommon edit
71-80 rare edit
81-90 rare edit
91-95 extremely rare edit
96-100 extremely rare edit

Or something like that. Kind of hard to explain
