I know how to adopt, but how do you get customs made?

This is not entirely true. Artists can both gift and sell customs depending upon how long they have been a staff member/how many designs they have made:

Artist Custom Rules
One out of every 10 Mutatoes you design may be a custom
You may gift these to friends
These custom slots may not be bribed, bought, or auctioned unless you have Akami-chan's explicit permission
Yes, this means you may have more than 5 Mutatoes
However you may not gift Mutatoes to non-artists who already have 5 Mutatoes

Selling Mutatoes
-full artists are allowed 1-in-20 to be for sale
ex. (premade designs like auctions)
-customs for sale must overlap with the artists' 1-in-10 custom
ex. (as in a customer requests a specific design)
-Artist must have at least 10 designs made to be eligible
ex. (#11-20 (1 for sale) #21-40 (1 for sale) #41-60 (1 for sale) etc.)
-Raffles are not available yet

I don't believe that any artist has auctioned off or sold a custom design as of yet, but you're free to keep an eye out ^^ Here's to hoping that made sense~! :3

I don't think making 300 a custom is even allowed. Also mustaches + heaventails = huh? I know there's nothing against it in the rules but I seriously think it's unfair. And 300 was posted seconds (literately, I was watched on join.me as 299 was posted since it was my runner up. About 20 or so seconds later after admiring the adorableness of 299, Pine. went to the main thread, made sure the ru followed all the rules and refreshed the browser. Boom! Custom.) after 299, so I'm assuming the artist did it purposely. Sorry about the long rant, it's just unfair to get such a rare Mutato by unjust reasons. No offense, but I think Cayla is abusing her artist privileges. Well, guest artist privileges, but whatever. Same thing. Again sorry.

by this point a heaven tail will be more and more coomen than a static tail,
and with soo many artist and guest artist the next heaven tail will be close right?

It is still the rarest tail considered that it is a 1/100 mutatos where as static tails are more common, right? Because whenever you see a number you can square, then thats a static tail! And 100 mutatoes take roughly about a month or so. There are about 1-3 statics per month.
