Well, usually the staff (artists, mods, etc) of JBDs have the ability to get/make a custom. Hiccup also used to make customs sometimes for her friends or people who really helped out with JBDs. ^^

No, regular members can't get customs unless they really helped with JBDs as Apple said.

you used to be able to make one if you didn't already own a jbd and got a guest artists slot, but they don't do those anymore so I don't think so.. no. sorry.

Only staff are allowed to make themselves customs. Unless a member is allowed by Hiccup, they may not make their own JBD.
