The CS server time is on GMT. Our time zone doesn't change, but if your time zone moves into or out of daylight savings time then it would seem like our time shifted by an hour (but actually yours did)
Your forum/post time zone is set manually by you, using
your account page to select which time zone you're in
The only thing that the CS time is used for is for automatic releases of pets (e.g. the monthly pet release, or event releases)
A lot of the site's updates, the pound, and a few of the pet/item releases (particularly store item releases) are added manually at any point of the day, and not on the GMT midnight auto release time. So the clock would also be useless for predicting those releases.
This means most months the server time is only relevant on the first day of the month. After a couple of months of this you should start to notice what time (in your time zone) the pets are released.
considering how little our server clock is used, I don't think a clock would be a very useful feature to have permanently displayed on the site's layout or home page. We already get enough confusion from all the people who repeat year after year that CS operates on a New Zealand time zone (it doesn't, and hasn't operated on NZ time since 2008)
