Okay, I figured it out after finally getting time to catch another Pound opening!
When you adopt a pet, there's very little "impact", so to speak. It just instantly put a heart on the pet, removes the countdown to get a new set of pets, and adds a link to view your new pet. It makes me feel like I missed something! The instant heart is fine, but maybe the countdown can fade out and the link can fade in with the "box" it's in with a highlighted (lighter or darker) background color?

I didn't know it was giving a lag spike when the pound opened and I thought it was just my internet so I was getting frustrated. This is an awesome QOL update.

Exactly this - each time I've adopted a pet from the pound with the update I've been like "wait, huh? is it done?" hahaha
